Messiah's response was partially incorrect, because as Bronk pointed out, "Roger" and "Wilco" are two different Brevity Codes that are sometimes used together in response to a 'directive' radio call.
In this case, LTARecon's 'message' was only informative, not directive, so a simple "Roger" in response acknowledging receipt of message would have sufficed (though you could argue an 'implied' directive to use the new handle in his message, but that's a bit of a stretch as there is no associative chain of command allowing one to give orders to the other, even by inference).
"Wilco" added after the "Roger" when given an order (directive) means "will compy" or will carry out that order immediately as understood.
