I think its taking off. I don't see any flaps.
Treize (pronounced 'trays')- because 'Treisprezece' is too long and even harder to pronounce.

P-38s all had a polished patch of bare metal on the inner nacelle to check the position of the nosewheel visually.

It is a mirror so that the pilot could if needed check and see if the nose wheel was down and locked.
