HiTech, possible solutions for lag-issue?

The bomber formation lag issue has reared its ugly head again with the imminent commencement of “Big Week.”  During the practice, many on both sides had great difficulty due to lag-induced warping combined with low frame-rates.  I don’t pretend to know all the nuances of how the packets are sent, but I recall hearing that your computer receives update packets from the server more often on the aircraft/vehicles closest to you.  Imagine that the space around you is divided up into range-bins, defined as concentric spheres around your current position.  The server sends update packets on other aircraft/vehicles in the closest range-bin more often than the next closest range-bin.  What I’m wondering is, can the packet routing/update portions of the server codes could be changed such that enemy aircraft/vehicles within each range-bin get higher updates/priority then friendly ones?  This would be like adding one more layer to the logic tree used by the server on determining what packets to send to each player’s computer.  The position of the enemy is generally of great concern and requires more resolution than nearby friendlies.  Perhaps I’m completely off the mark here, but is there someway to do this?

Roger that, HiTech; thanks.  I just know there's a lot of anxiety about this because of "Big Week" (not to mention the expected changes in v1.09).
