Looking at the current results, it looks like for the game coming out in February 2000 the lowest level system can be safely assumed to be P2-300 with 64 Megs and TNT2 card.
I assume the lowest-end system should be able to produce about 20-25 fpsat the lowest resolution (800x600 currently, may be 640x480 will be allowed).
I run my P2-300/TNT1 at 1280x1024 offline and it seems fine.
