FPS and Game problems????

      I having FPS or Ping Problems with the game While in flight and new cons come into view or when using the Microphone in While Playing! I never had this problem B4 Until just recently! Plus My computer is less then a month old as well as I'm using a good Internet connection are there any thoughts? for me to check?

Specs....
AMD x2 64 +5000
Gigabyte MOB MA78M-S2HP
4 Gig Ram Corsair DDR
500 Gig HD
ATI sapphire Radeon 3850
PSU Corsair 750 Watt

I am Still Just learning about computers too So if there are any Ideas Please Dummy them down for me Thank you:)

P.S. BTW I don't have many Programs Running When Windows XP starts up! I have Exactly 21 when Windows Starts all the needed programs

I noticed people are looking but not leaving any ideas. I will also add that this problem only happened after I installed a new Video card and had it fail! The video card was an XFX Radeon HD 4850. I uninstalled all the drivers and even used Driver sweeper! The reinstalled old card Sapphire HD3850  which was working fine b4 all this. Hopefully this is some info that will help.
      I don't know if it could  possibly be a sound problem? Because one of the symptoms are I get this more when talking over the MIC. Another symptom is it also hapens when new enemy planes come into view. I'm stumped hopefully someone can help thanks:)
