Converting Sample Rate

I got this audio clip for a 50 cal that I'm trying to convert from 48KHz to 22KHz which is what I noticed what all sounds are sampled at for the game. They have to be 22KHz 8-bit mono, right?

So anyway, I ripped this sound off a scene from Valkyrie using FRAPS and so what I have is a 48KHz 32-bit stereo. When I go to change the sample rate (using Audacity) it sounds different. As it should :p. But isn't there a way around this? Want the audio clip to sound the same.

Best rate they can be is 22khz at 16bit mono.  This is what I use for Sketchworks 2009 sound pack and haven't had or heard any issues with it yet.
