Transfering perks

Might be plausible if you had to pay an exchange rate to transfer perks?  Maybe like a 3:1 transfer rate.  If you have say 1000 bomber perks you want to transfer to fighter perks you could but you would only be able to transfer 333 to fighter.  It could be less or more for the transfer fee.  What do you all think?
