Terrain Editor 2.14.8: Application Fails to Start

After installing the new Terrain Editor (2.14.8), I get the fallowing error message when launching the program (ahedit.exe):

“The application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem.”

Background:
Windows XP Home Edition, Service Pack 3.
Aces High is installed in G:\HTC\Aces High.

Had TE 2.13.1 installed in “G:\HTC\ah2editor” and working.  When running the new TE installation program, AHEDIT2148.EXE, it created a new folder named “G:\HTC\ah2edi~1” (the installation program’s default destination) instead of overwriting the old version.  The 2.13.1 version would still work but the new TE would cause the “application has failed” error.

Use Add or Remove Programs from the Control Panel to uninstall the Terrain Editor, then did a clean install of the new TE 2.14.8 changing the default destination form “G:\HTC\ah2edi~1” to “G:\HTC\ah2editor”.  Running ahedit.exe produced the same “application has failed” error.

Uninstall the TE using Add or Remove Programs from the Control Panel.  Installed the older version (2.13.1) of the TE and make sure it would run.  Ran the new version (2.14.8) installation program and changed to default directory (G:\HTC\ah2edi~1) to G:\HTC\ah2editor to force an overwrite of the older version.  Attempting to run the new TE cause the same “application has failed” error.

Checked the Widows Registry and made sure the following entry was made:

HKEY_CURRENT_USER\Software\HiTech Creations\ah2editor
Path vale set to G:\HTC\AH2EDI~1

Problem resolved.

It was a SideBySide error where a dependent assembly, Microsoft.VC90.CRT, was not found.  Running Live Update for the Microsoft .NET Framework 3.5 Service Pack 1 (KB951847) installed the required VC90.CRT to run the new TE.
