do a proper mission with a combined force of bombers / fighter cap and GV's and you won't fail. Hopefully you will have uppers and defeat them accordingly.
the amount of failed NOE's is mostly to blame on the mission planners lack of skill and the pilots that follow them. All it needs is ONE guy to get up in a fighter when the base starts flashing and they are done.

Planning a good mission is not rocket science. I am continually amazed at how many missions and base takes I see attempted, without any real regard for effective strategy.
How many times have you seen a CV group sent towards a base that still has its ords up? Doing that is pretty much suicide.
How many GV missions do you see sent in without any air support at all? That is pretty dumb as well. At the minimum a couple of fighters should be sent in to take out ords and harass enemy planes. Even better, take out the VH as well. And if you really want to do it right, take out the bomber hangers so they cannot up IL-3's and B-25H's.
The problem, though, is that doing all of the above takes organizational skills, and not just brains alone. You need to be able to rally together enough people to get the job done, and effectively coordinate the attack.
