I get small random pauses that are very annoying but different from the stuttering I had in the initial release of 2.14 for example. It is very hard to describe an event that last maybe 0.2 secs but these pauses some how seem slight longer that the stutters and different in nature in a way that is indeed hard to describe. They came with the Patch 7 and didn't go a away with the Patch 8.
I did suspect that it could be my system as I didn't notice them right after the Patch 7 and checked my system for viruses/spyware with AVG/AdAware but didn't find anything. I did some testing with Condor soaringsimulator and I didn't see any pauses or stutters with it.
