Still Having Studders

N. Sea Map (SEA1 atm)... I am getting studders constantly, and never really had issues with them ever.  I'm running all low graphics, and 512 Textures...

I'm gonna switch back to 1024 textures and report findings.

Actually, you should be running 256 for the "Maximum Texture Size", and without "Detailed Terrain" checked, just in case it is.  Also, you must make sure the power management is disabled for the computer.

do what skuzzy said Bmathis also i noticed this is a old DX report do you have an up todate one? have you dont any updating on drivers since this report was done? made any changes?

Actually, I just noticed your computer has the Sigmatel audio device and is using a very old driver.  You might want to consider updating that driver.  The Sigmatel is a pretty brain dead audio chip.  It will contribute to stutters.  It has no hardware memory and no buffers for 3D sounds.
