question on object placement

Why are some objects able to be placed almost any where, while others are restricted to the center of of a grid section?
Is there a way to override that restriction?

Uncheck the Snap box, bottom left.  Make sure no objects straddle a grid line.

Part of the issue is the game does not like objects to overlap into multiple grids.

So things like airfields are slaved to the centers to avoid this.

snap box was not checked, however went in later the next day had no problem placing some of the objects that earlier would not allow the placement other than in the middle of the tile.
who knows what happened.
