What Cap1 said, you want an RPS, ok setup the AvA that way for a couple of tours, and we'll see how many fly it.

You're assuming that an RPS is by definition axis vs. allies.  It's not.  In it's most successful incarnation, each color (gold, red, green, purple) could fly aircraft from any nation.
