Actually its one of the early US flags before the 13 stripes, blue canton and white stars was standardized.

Now some of those crackpot anti-government protest groups use it as a banner. Usually the same ones who say that the Dept. of Homeland Security uses Girl Scouts for surveillance.
Yeah I know it was, I have seen it on USMC stuff too...odd.
