can a top mount power supply mount in the bottom mount designed case? Is there something speacial besides the fan of the bottom mounted power supply?

they are industry standard doesnt matter where you mount it . unless its propritary to the machine or case. or your running some kinda redundant power supply.

So long as it's ATX form-factor you should be able to flip it upside down with no problems.
