Tower only radar for events

Thanks HTC! We asked for this at the Con. Jazzed about this one.

Now (In BoB for example) we can have some events that have ground intercept operators. Get shot down you can pull up your clipboard and direct your squadies to dots on the radar. Might use it for this current FSO. 

Certainly could see the AVA using this also.

In single life events folks could be very useful that have been shot down. Possibly turning the tide even.
