ME 163 are not longer enabled at uncapturable bases near HQ, but at capturable ones.

For example A168 instead of A3:

Apaprently only for that particular example. On southern continent, it's still the same (A95 vs A2), and I would suspect the same thing on eastern continent A34 vs A1 (I can't check that, I don't want to be lynched for spying  )

The HQ's were moved on that terrain, but the uncapturable fields did not get changed to reflect that.  I have reset the 163's back to the uncapturable fields and will update and release a fixed terrain.

Odd, because the HQs are currently exact at the same place as they always had been on TAGMA...
