T is for whatever vox channel you have tuned, and F12 is for range (i.e. only the players in immediate proximity will hear you.)

Yes they both tx vox.

T is for radio 5...if you hit the " / " key that brings up your radio dialog boxes. The last one to the right is radio 5. There are 5 radio channels but only 5 is for voice comm. The rest are for text chat.

F12 will broadcast vox to all the friendlies within range.

T will broadcast vox to the channel you have set on Radio 5. You can set that channel to "squad" if your in a squad and talk to them only. If you join a mission you could tune to "mission" and talk to all the players who have tuned to the mission channel.  Or you could tune it to a specific player like this " .radio 5 playername " ....leave off the quotes and put the " . " before "radio".

Or you could tune to a specific radio channel " .radio 5 205 " for example. Radio vox channels above 200 work across all countries. Radio channels below 200 work only for the specific country you are on. For example you can talk to Rook or Bish players if you are Knight if you tune to a radio channel above 200. This works for text chat as well.

This is useful during special events or in the DA. In special events you want to keep your chat private so the other country can not see your chat. So you might tune to a channel like 150 ( below 200). If your in the DA you might tune to channel 250 so everyone on that channel can hear each other for coordinating your fights.

As for using the "T" or "F12" keyboard keys for voice radios, you can "remap" any functions to any keyboard or joystick button. If you don't remap anything, then "T" will activate your voice radio transmitter on the channel that has been (previously) selected for radio 5. F12 will activate your voice radio transmitter for use only with nearby allies.

Take a look at these video clips to see how to remap those functions so that they can be activated with different keys (I like to use F11 instead of "T"):
