The Claim Jumpers ran both types of altitude.  We ran in 4(i believe) NOE Ki-67 flights w/ torpedos and ran our main force of 11 up at 24k.  The NOE flight went in basically untouched.  The high alt bombers got jumped about half a sector away from the CV.  With the natural progression of the fight between the fighters, it allowed our high alt group to make multiple passes.

With the wind and manual calibration, I'm glad I stayed in the Zero.

Not leaning one way or the other, but it isn't hard in some scenerios to calculate that getting back the buff group awards more than massive target annilation.

That said, decreasing the point count for shooting down bombers would be another way to encourage lower altitudes.
