Well, you are asking a
$25.00 video card to perform like a
$100.00 video card. That is akin to expecting a SmartCar to perform like a Ferrari.
You do not have to have a high end card to play the game, but if you want all the eye candy, at high resolution, you have to have the correct video card to do it.
