If this is not by design, then I'd like to report what I saw last evening.
On the Mindao map, the Knights conned a CV to within a few miles of field 41 (Rook), and proceeded to use the CV guns to take down the town. I flew a resupply mission into 41 (ords were down) and when I arrived with the C47 found that while the base was not flashing, it was under attack from the CV and I could see 2 LVT's nearly feet dry to the town. I did not see the base begin to flash until fighters launched from the CV to defend the LVT's after I landed and relaunched a fighter.
