do new ones come with new heat-sinks and/or fans??  :confused:

If you buy a boxed processor they come with the heatsink/fan combo.  If you just buy an OEM tray processor you'll just get the processor in an anti-static bag.  (This option requires you to buy a fan/heatsink combo, but is usually cheaper.)
