Paging file of 1300 for win7 is not too bad.  in XP would be way too much.

I agree, I am running a Core i3 Win 7 Home prem 64-bit is running at 1359MB with 10756MB avail and I have no issues. Page file size can be shrunk by reducing the programs running in the background, check on the board as there are good tips on what can be shut down and such. Have you tried running it is XP compatibility mode as suggested by Skuzzy in the Tech area threads?  :salute

1)  The game has multiple problems with my multi-core AMD or Intel mobile CPU.

If you have a multi-core AMD or Intel mobile CPU, then you will have to run the game in Windows 98/ME compatibility mode.  This is due to to a compatibility bug in the AMD dual-core CPU.  Aces High is not the only application impacted by this problem.  To work around the problem, simply right-click on the Aces High start up ICON, then select "Properties" from the menu, then select the "Compatibility" tab and check the option to run this application in compatibility mode.  Select the "Windows 98/Windows ME" option from the drop down list.

One of the more popular manifestations of this problem is the 'spinning clipboard' issue.[/size][/size][/size]

He only has 4GB of RAM, not 10GB...a 1.3GB paging file with only 4GB of RAM tells me he has way too many processes running especially for a desktop.

I have Windows 6 Enterprise 64bit running on a system with 4GB of RAM and even with AH and Teamspeak running my paging file size doesn't break 1GB. If you have that big of a paging file after a fresh boot on your system, check your processes and find out what is hogging the virtual memory.
