This handout makes ill sence. Wouldn't is make more sence to just handout toothbrushes and toothpaste to those people? Not to mention anyone that knows crackheads knows that one of the physical ailments of them is that their fingers are covered in calises from constantly handling super-heated glass (from their pipes!).
And those "novelty" keychain pipes sold at gas station should be considered a different issue (ie: accessibility to minors), some people here mentioned some concern over seeing them being sold at the corner station, but they aren't really suitable for smoking anything too evil (IE only: tabacco, reefer, dry/leaf substances). "Crack pipes" are a description used for any oil-burning pipe really, compared to leaf or dry (tabacco) pipes that most people have honestly probabley seen or even used. Dry pipes draw the air and flame/heat directly into contact with the substance (often times starting combustion/coals that continue further combustion... think smoking a cigarete or a cigar, ya only need to really lite it once), generating smoke that is then passed through for consumption. True oil-pipes, such as crack pipes, take it one step further in sophistication... amongst other negative things... since they specialize in generating smoke without direct flame while still drawing air over/around a substance generating smoke that is then passed through for consumption. Heating of these oil-based and concentrated substances (crack, meth, and many forms of hashish) causes them to melt, and in a traditional dry pipe most of the prized oil would simply liquidfy and pour out before being fully consumed/smoked.
In short, almost entirely nothing good ever comes out of an oil/crack-pipe at all and they go to help those addicted to the worst of some of the worst drugs out there on the streets. I also strongly feel not enough americans know enough about certain drugs to effectively target them for prevention and enforcing laws on in their communities and I hope this helps educate a little (IE: you got two head/pipe shops in town (and the corner gas stations selling metal dry-pipes) and one of those pipe shops is strictly against selling oil-pipes and the other just doesn't care and wants the buisness... well it might be best to stop wasting efforts to shut down all but one of them and strongly push to get that one shut down ASAP).
