Actually the 1st number can't be correct.

It can't bee 200/200 and 178/250. If Blue is has 178 players, Orange cap is at 300, not 200. :)

Your right, it was 168   a mis type. sorry

It needed only 2 more players than 173 to raise the Orange cap from 200 to 300. The 70% threshold is 175 players That could have happened at any time during the two hours.

I didn't see it, doesn't mean it didnt happen, it must have right?  I was checking every few minutes.  That's why I was so surprised when after a disco from the game and saw the 243 in orange.  Between 4PM and 6PM  the numbers in blue didn't change that much at least when I was checking.  My intension was to play in Orange with my squad, so I jumped into blue flew and keep an eye on the numbers for Blue   I knew if they went up I could get into orange.  That is where my squad was, I was late.   The numbers hung around 168 and never really changed.  When I got discoed I attempted once again to get into Orange and saw the 243/200.  I gave up at that point.

like lusche said, blue only needed two more people to raise the orange caps, you would have been one of them. I bet orange caps went up within a minute of you entering blue.

Unless you log in and out constantly you won't be able to track the numbers changing. For Orange to be 43 over the limit either 44 people had to log in at about the same time when the arena showed 199/200 or the cap went to 300 and you missed it.

I also think that because the arena cap data is static on the client, and even if an arena is technically open, your client is still sitting on static local data and the game doesn't even bother sending the request but simply reads the local data and says "sorry charlie, arena full"

Those number changes can happen in seconds never mind minutes. A couple guys go to blue and it pushes the cap up in Orange. One guy is sitting in the lobby a sees the change to 300 and yells out to his squadies in blue that Orange has room. in seconds those who have just logged on, as well as those in blue that switch push the numbers up in orange in seconds also dropping the numbers in blue to drop the cap again. 30 seconds is more than enough time for it to jump that much.
