Vox: "sticky" transmit button

tested last night with squaddies for tuned vox ch.

after releasing the transmit button, the channel still transmits silence for 5-10s. this tramples range vox.

Maybe I should stop getting frustrated with squaddies when I think they're forgetting to let up on the button.  :uhoh
