FSO not a 1 life event?

Is FSO not a 1 life (dead, bailed, etc) event anymore?  Looking at the logs seems a lot of people re-upped several times, on both sides.
HAVE THE COURAGE TO STEP UP AND LEAD AND THE PUBLIC WILL FOLLOW

FSO is a one life event, unless specified in the rules. There are two main reasons you can see someone up multiple times, one is a disco the other is problems at launch. There were several players that had problems with the air spawn and needed another plane. If there were incidents of someone taking a plane after being shot down, they will be addressed privately.

The CM will closes all fields 15 mins after the fields are open.  They set the stage to ensure that neither country will not make contact with each other before 20 mins, i think.  In the 5 years of flying in FSO, twice have i ran into cons with in that 20 min. and two people who where shot down somehow mange to up again.
