Question about Cntrl I Display toggle

Does the Control I display show all available RAM from system for game use? I've got 2GB memory, and a 1GB video card on my system. When I view Cntrl I display in game it reads Vid mem at 1024M used 160M. I'm just wondering if my system memory is being used, similar to to my CRS syndrome( can't remember ----)?

It is my understanding that it is not accurate.

Yes, that just displays what DirectX reports.  From what I understand, at some point MS changed how DirectX reports things, and as a result CTRL-I isn't accurate, and should not be trusted (at least not for specific numbers like that).
