That is really a bad Ping Plot.  You need to get with your ISP as that last Ping Plot shows problems starting immediately at your router.

Yes, it could be your computer causing it.  But the nature of the problem would be tied to a worm or virus, possibly Steam (if you have it on your computer), or any other network related utility.

I have the latest version of AVG and have ran CCleaner to remove everything. Everything seems clear. I also uninstalled most of the preloaded HP software and other software I was not using.

How else can I look for and find software, network utility, etc that might be causing the problem?
The journey is the destination.
