"time" in Aces High is just the indicator of where the sun and the moon will be. It is greatly speeded up so that you get more than one sunrise and one sunset in a real-world 24 hour period. It also jumps over the night-time hours.

Setting it to any one real-world time will only be accurate for the first minute you've set it. After that point it would not be accurate any more.
