You can stop blaming Lusche for this one and put the blame where it belongs.
Folks, actually used the mission planner, got a big enough horde to take Port 4 and its fleet. The last time this occurred, I begged Rooks to stop pursuing the Bishops. Eventually, I changed to Bishops and had some Me163 fun, although I felt dirty shooting down the guys that I generally try to support.
Rooks got their priorities straight in the next couple of days and were able to reset the map, so the 40 / 40 % system works.
Answer to single country strangle hold:
Better balance on base capture. Smaller groups able to successfully capture bases, will make for more base capture attempts. Reduce the frustration level for those who do base capture, but have been pushed into the direction of the only battle available. If bases are harder to defend, rolled bases could be re captured.
