All the problems start at that 10.x.x.x IP address. If that is your router, then power cycle it. If you are connecting to the router via a USB port, and not an Ethernet port, and the USB port is bouncing, the same result will appear.
Have you been running and P2P software? Many games use the BiTorrent libraries today (such as WoW) to distribute patches/updates. Make sure none of those are running. If they are, then it will take 24 hours, or so, for that mess to clear up after it has been shutdown.
By the way, allowing aceshigh.exe through the firewall may not actually allow it. Many software firewalls databases will get corrupt and the only way to correct it is to remove the software from the computer, reinstall it and start anew.
