Localized ENY in low population arenas

When an arena falls below a certain population, have a local eny system kick in. Often 20 people may be on a country but only 6-7 appear to be actually playing the game, (others passed out drunk, afk, who knows). This could help with balancing the midnight hordes exploiting this population dynamic.

Yeah, that's right, you just got your rear handed to you by a fuggly puppet!

I wouldn't mind having zone eny at all times.

It is almost comical to see 20+ attacking an undefended base and a sector away, the other country doing the same.

Perhaps ENY should not count the people who were inactive for the last 15min?

Well we can make it 30min or more. What do you think about the idea in general?

I think it should be based off of people who are in flight, rather then people who are on one country

So if 20 people are in the tower for a mission and there is 1 enemy nearby the mission has to use early war aircraft?
