Frame 2 is not counted in this. The Axis did very well in air to air but abysmal in their bombing do to the fact that after the accidental reset several of their bomber pilots did not come back leaving them at a disadvantage in bomber forces (39 bombers to the Allies 57 - these numbers count drones).

The Axis consistently turned out less pilots than the Allies in all frames. However, the Axis also dedicated more pilots to bombers in frame 1 and frame 3. With formations on this level the numbers a bit.
