why is "end sortie" available while moving in GV?

In order to drop troops or supplies, a ground vehicle must be stopped.

Why not have same requirement for ending a ground vehicle mission?

If one can exit a moving vehicle then they should have to "eject" and thereafter be on foot before being able to end sortie...........or they can just take 2 seconds to stop and then end sortie.

All the other aces high vehicles must be stopped on the ground so you can exit so why not ground vehicles?

sometimes you get buggy situations where you can't stop moving. For instance you flip over on a slope and just keep on sliding for hours. I think it was something like that that prompted HTC to allow tanks to tower while moving. It was definitely an added feature, it was not like that to start with.
And I don't know much, but I do know this. With a golden heart comes a rebel fist.

You don't have to be stopped to drop supplies, only to use em.  ~25mph limit
You can ditch while moving a little in planes too... Once managed to get a ditch in an airborne plane at near zero speed.
