I've tried 3 different text-to-voice software packages and as far as I'm concerned 'Text-Aloud' is the best and most normal sounding package. Unfortunately it is not free - $29.95, (don't know if it comes with any voices).
http://www.nextup.com/TextAloud/Text-Aloud was far superior to AT&T Natural Voices,Cepstral, and microsoft voices. Cepstral was better then AT&T and microsoft voices. I haven't tried any others.
Do a search for 'Freeware text to voice software'. I found a number of programs. You'll have to check them out to see if they're really really free, as many products listed under 'Freeware' searches unfortunately are listed that way because they have a 'free trial' version, and aren't really really free.
Microsoft Sam, Microsoft Mike and Microsoft Mary were listed after I did a 'microsoft voices' search.
If you're going to use microsoft voices make sure you have the latest version:
