How to make an avatar?

I think it's time I got a new avatar. I was wondering what program do you use to make animated avatars like the one I have now? (Had someone else make this one for me, can't remember who) I've google'd around and all the free ones are very limited.

Or is anyone is willing to make one, I'd like it to spell out "M-E-1-0-9" followed by a picture or two of 109's.

Take a jpeg and turn it into an 80x80 avatar: http://www.shrinkpictures.com/
