When spit polishing use cold water, and I mean cold, and a soft cloth. Just a dab of cold water on your cloth with a small swipe of polish, and polish in small circles one small area at a time. After a few applications over a few days they will start to come up. You can get them to look like glass if you are patient and persistent.
They already look like they are getting a good base shine and will start really coming up soon.
Its an art.

This is correct.
I would add that if you do not have a good thick base of polish you need to apply several layers using the application brush then the buff brush.
You can not spit shine boots that do not have a nice base on them.
You have to build it up.
RTR is right..use very cold water....small circles.....work the polish...pressure is important.
