At the time Normandy was conquered by Viking Raiders (Norse...) thus the name  Nor(Norse)mandy, and Nor(Norse)mans.

Fixed above and by the way....The Duchy of Normandy was part of a treaty with the King of France to not whip his butt for trying to take back what the Vikings took from him. The Normans paid nominal homage to the crown of France but it was a completely different way of life there compared to the rest of France at that time.
