I think they are all happy and feel it should not need to be improved.  Many more important things are and should be worked on first.  Knowing that the hanger will pop in 2.5 minutes as opposed to "less than 5 minutes" isn't a game-changer.

Ok it's been a year, and would like to re-visit this--- not necessarily a clock, but the 'totally down' to 'totally up' immediately aspect is very gamey.

...no, but it'd be cool if I could pull into the hangar and have my engine swapped out on a 262 without towering out.

That would be helpful.  I mean when the VH pops for example, word gets out, guys go flying out.  It would be nice to anticipate it.  I just have no idea how it could be implemented.  Clipboard, field status?  not sure.  I agree with some of the additional data on this post.  If I drop all the fuel tanks at a base, does the field get no fuel?  Does that effectiveley do the same as dropping all the hangers?

I know people that time it literally to the second on their own.

We just set timers.  It's not hard and works just fine.  The smoke/nosmoke is already enough for me to decide what to do with my bombs.
If I had a gun with 3 bullets and I was locked in a room with Bin Laden, Hitler, Saddam and Zipp...  I would shoot Zipp 3 times.

I'm speaking of what you see in the tower so you know how long you have to wait until you can up again. Enemys cannot see inside anothers tower.
