how to edit controller file?

Hello,

I'd like to edit the stick.cfg file in order to set the scaling numbers manually and get a more accurate scaling.

¿How can I open and edit this file?

you can open it with notepad and edit it.

Unless you know what you're doing and understand what the numbers mean in the file, I would not recommend you edit it as you can end up causing more trouble than what it's worth.  Manually entering the numbers for the scale won't give you anymore of an accurate scaling than doing it in game.
