Definitely staged, but humorous.
One note of caution, having worked with the disabled in paratransit, not all disabilities that grant the use of a disabled parking space can be identified just by looking at somebody. In particular there are heart conditions that can leave an otherwise healthy person needing to park close to their destination so as to minimize strain on their hearts. This isn't to say that fraud doesn't happen as it certainly does, but when you see somebody who looks fit using a handicap parking space and they have the tags, try to be generous in your thoughts and don't jump to conclusions too fast.
