Would rather see AI merchant fleets. Have 4 AI destroyers in a picket around slow moving barges, tankers and liberty ships. Ships going 10 knots with minimal puffy would be fun targets to do torpedo runs on, both from the air and with PT boats. Add in factories and railyards too, just to have more stuff to blow up. 
I like this idea.

While getting them in there isn't the issue, it's the AI programming that we have to look at. Would the AI chart a course based on the status of coastal bases to best avoid detection? When attacked, I am to assume they will execute maneuvers accordingly to avoid being hit? Then there is the simple matter of, "We have a cv in that group, why can't we use it?". Don't get me wrong, I like the idea of having more stuff to hit and what-not.
With that being said, what if this AITF was a group of DD's? Don't limit it to just aimlessly wondering around, the AI would chart a course that would allow it to come within bombardment range of an enemy base and shell it randomly and of course, would attack any TF's it encountered. Taking it a step further;
Maybe have a drop down option when you right clicked on it to do a few things like:
1) Seek and Destroy (This will order the AI to hunt for enemy TF's at sea and will not bombard any bases)
2) Shore Bombardment (This will order the AI to make passes at enemy bases with intent of bombardment of the base, not the town. It will, however, immediately engage any TF encountered)
3) Patrol (This will order the AI to patrol the coast of friendly territory, only going xx distance away from shore)
