Why can't I get pic to upload as avatar

Why can't I get pics from my pics folder to upload as avatar for Forum Profile when I try to use them? What are the general guidelines regarding this?

It's gotta be an 80x80(or less) .jpeg or .gif. I think there is a 30kb limit also.
