  Ever notice the pepper shaker has smaller hole than the salt shaker also?

  Simple economics at play,pepper cost alot more than salt!  Might not be the healthiest choice but it is what it is.

   You can always ask them to keep the salt but add an extra pepper.

Using typical ridiculous efficiency without any logic, McDonald's in Japan used to give you equal amounts of salt and pepper, mixed in the same little package. Good luck sorting the salt from the pepper...
