glue suggestions?

I bought a sanding hub that goes in a drill and some 3m spray adhesive to glue 400 grit wet or dry paper on it to sand on my boat, works really well but the water breaks the glue down so I only get about 5 minutes of sanding.  and this is after it sat all night and all day.  was wondering if anyone had any suggestions on what kind of glue I can use to hold sandpaper on it.  I havent seen any self adhesive paper in 400 grit, all I have been able to get is up to 220 and thats way too coarse.

We use a orbital sander sometimes for fine sanding 1000+ grit but if you go to fastenal or some other distributor ask them if they have the Velcro type stuff it stays on better than glue.

You have to have the Velcro pad and then get a box of whatever grit you want but trust me problem solved.

Or jet glue- the stuff model planes are held together with...super glue on steroids lol.  I recommend gloves when using this it can actually glue your fingers together lol  I've done it many times.
