In options/preferences/game sounds there's slider for music and in the advanced section there's a slider for title music.

I think the splash/loading screen is up for about 3 seconds on my 2 yr old cheap pc before menu pops up. .

I was not listening to it. Every time it starts I panic, frantically try to click the "online" option but miss, spill my coffee/beer, curse, wake the baby up, put it back to bed and only then I can restore my wits and with two hands move the mouse and click the correct line in the clipboard.

The whole procedure takes me about 20 minutes.

You also hear the music if you leave an arena and are at the screen where you choose which arena to enter.  And yes, there is more than just the Late War arena to choose from.
