Strat changes

Changes to the strat system were implemented today.  It's a more straightforward system with cities no longer supplying factories and downtimes are now done in minutes rather than percentages.  You can read about the strat system here: http://www.hitechcreations.com/Help-Section/Flight-Sim-Information/aces-high-help-gameplay.html
