just curious what use could this airplane have that would be important enought to add it?

Some birds are key for scenarioos, which are awesome. The PBY is one. In-game it is toast (with peanut butter and jelly) though in a scenario it could be a real enhancement. I would guess strictly early-war, Pacific theater. Maybe first launch pits PBY screen versus a BARCAP to find the CV. Once found second launch is of divebombers, etc to sink it.

I'd add somewhere on the list, a bit down though.

It would not be capable of those tasks in the context of AH.

Are the rest of the players supposed to sit there waiting for an hour or more while the slow PBYs try to locate the enemy or do the fighter and bomber players get a later start time?

This sounds to me like one of those things that looks fun initially but falls flat in practice.  There are reasons the C-47 is never used in scenarios and those reasons apply to the PBY as well (Ju52 too, of course).

as i said no one thing adds anything, it all together that they make it fun. and pby would be a great US torp plane, able to sink a CV alone without a formation. its speed may be slow but that is balanced by its long range torps and killing power
