     I really don't think we need a manned anti-aircraft rocket.  Especially one that was so potentially lethal to it's own crew.
Same thing goes for the Baka bomb and the manned V1...just my opinion of course.

The "Natter" was merely a failed footnote to history: fewer than fifty were ever built, and the only manned flight attempt killed the pilot.  This would be a waste of HTC resources, IMHO.

Although item #29 can be implemented as a distraction for invading grunts.  :D
